Extract The file to your main Gta 5 directory
Then when in game open MENYOO menu. and go to : Object spooner/Manage saved Files/(ObservatoryHouse)/Load Placements

Nope. Maybe it is your 1st mod but this is so crappy made! All black (Not racist) walls and floor ;( B4 releasing a map mod make sure to add small things that make it look fancy like ornaments doors a nice rug etc.
