@JDM4IEK for the addons you just have to find a video on youtube that explain how to do, there are tons of them

And for the maps, well... atm i think it's hard to make one because we don't have the perfect tool, even with the new map builder it's time wasting
If you want my opinion, it's better to wait for the next update of the map editor, it will introduce a new system of "magnetic cubes" that will allow to build for example a road without placing eveything by ourselves, just copying a cube and paste it behind, a little like minecraft

How do I get this in the game? Yesterday I finished GTA5, so now I want to try some mods.

you will need guadmaz map editor https://www.gta5-mods.com/scripts/map-editor
and just drop the sidewayER in the gta V root directory (where gta V is downloaded) and load by name SidewayER.xml
