I'm sure there is a better way, but unfortunately I can't scripting, so this is my solution for this.
Party start after 18:00.
v. 2.0: [ymap | .net] for 02.6
Updated for .net. For best gaming experience, please use with my other mods.
Pool Party start after 18:00.
Rooftop Party start after 22:00.

I have better script for this using self radio mod that trigger on character position.
