The 80's called and they delivered the old school FHP livery for the Crown Vic LTD made by Lundy!

Start OpenIV and click edit mode
Go to Update, x64, Dlcpacks, Patchday3, Dlc.rpf, x64, Levels, GtaV, Vehicles.rpf.
Locate and open Police.ytd
Insert the file in the folder.
Save and exit.
