Here's what I hope is an easy one as a suggestion for an effect. Fans of DarkViperAU will hopefully get a chuckle out of this one.
"Make a Waypoint!" Set a waypoint at a random place in the map.
Found a weird bug.
I had "Bees" active. "Is this what Mexico looks like?" activated. But, the fog would start to appear and then vanish every time I took damage from "Bees". As soon as "Bees" was done, the fog was able to activate normally.
Also thought of another suggested effect. Hope this one makes sense. "Teleport to Random Sport". I.e., teleport the player to a random Tennis, Golf or Darts match. Might cause issues if it happened during a mission though. Might be okay with Golf because you can play with three people. Maybe, instead "Fore!" and randomly start a round of Golf?
I love the addition of a failsafe to shut off effets that keep the player. I did notice however, that one time I had a Griefer Jesus that kept killing me. I don't think the failsafe worked because the effect name was no longer on screen. He'd spawned during a cutscene, which is why the effect name had vanished before he'd killed me a few times.
Some more suggestions for effects:
"Potty mouth" Make Trevor/Michael/Franklin swear constantly (might be troublesome for streamers though).
"Pig Party" Change all NPCs into pigs.
"Insider Trading" Not sure how this one could work but it could be fun. Pick a random stock, make its value go as low as it can. Maybe have its name appear on screen or a text from an anonymous sender (not sure if that's possible), After long enough for the player to invest in it, have its value skyrocket.
"Raging Ron" Spawn a Ron (sorry for the rhyme) that attacks you.
Found another bug, this time an odd one. Again with Trevor (he's a trouble maker ;)). Turn Turtle activated just before I went into his garage. Oddly, he knelt down to open the door but froze in that position. The mod kept going, giving me a couple of new effects (Doomsday and Where Did Everything Go) but I was still frozen. Once Turn Turtle ended, the game resumed with the door opening sound and Trevor entering the Garage.
I just experienced an odd bug. As Trevor, a car hit me just as Fake Death triggered. The car knocked Trevor down and the game gave the fake message. But, when it ended, Trevor stood up and shot himself. However, nothing happened. He ended up doing it again and again, trapped in a loop. I think I used clear effects but it kept happening. I ended up having to shut off the mod but it didn't stop right away. I think I stopped it by switching weapons once the mod was off.
This mod is always fun to watch people play and to play it :). You are famous for example is always funny in the rural areas as there are places where you'll get spammed by deer. Sometimes, in a vehicle, they'll pull you out and drive off with it.
A few of suggestions for possible effects.
"Jesus is love, Jesus is life." (or something like that). Spawn a Jesus that fights for you and heals you when you're within a certain range of him.
"Fake mission success" Like fake mission fail but a fake success mission. Maybe saying something like "Just kidding, now get back to work."
"Three little pigs." Turn Trevor, Michael and Franklin into pigs. If all three aren't present, then whoever happens to be on the mission. Okay, would probably cause a mission fail but might be funny if they could still use weapons.
Been enjoying watching people play the mod. Made me give it a try myself. Been playing with it for a bit now.
Had some funny situations. Just one example was a switch to Trevor. It was one of the ones where he was waking up after being drunk. Right as he stood up, the mod made him ragdoll, which was pretty funny :). Another was during a cutscene, getting an extreme griefer Jesus and then a teleport to Heaven as a funny combination.

For summon cargo plane, maybe instead, have it spawn a random plane (i.e., like a Mallard etc.).
An everyone is Trevor effect. I.e., change all peds into Trevor and maybe even have them riot.
Change player into random animal. Like if you ate a peyote. Prolly best to stick with land animals or birds. As an alternative or another effect, change all peds into random animals (or all into the same random species).

Another idea for an effect: Kifflom. Put everyone in Epsilon robes and have all NPCs repeatedly say Kifflom during the duration of the effect.
