@XenialGamer Its not a mod I'm afraid mate. It's just giving that illusion. It has came about from the rain (insane rain mod). And the time of day /atmosphere in game at the time really.
The red eyes are red shades on under the mask lol. (it's just the stock white hockey mask)

But yea, I noticed it too lol. Does look pretty cool.

(i have decoded, and de-scrambled these messages. i then re-encoded and multi-scambled the ~AFW frequencies. In vain. THEY will find a way, like they always do.
