Which file to edit in OpenIV so that I can add caltrops to any car?

@WildBrick142 How do I just add the first plate you show in the pic (the Alamo) to only my car?

I'm not looking to add random plates to other NPC cars - just looking to mod my car's plate.

Do I just copy the text file you show (below) in the directory you provide?

Or, can I simply change the png image file? I'm not sure where this is if that's all that's needed.
