1.put 'ssso' folder in "mods/update/x64/dlcpacks/"
2. open OpenIV, navigate to 'dlclist.xml' in "mods/update/update.rpf/common/data/". Add "< Item>dlcpacks:/ssso/< /Item>"
3(optional):
- if you want an optional pattern, replace those .yft, and replace the 'carcols.meta' in "dlc.rpf/common/"
- select "Traffic Advisory" folder and choose one of your pattern's xml, put both of them in Plugins/DLS/

Thanks for this pack its been working well. I do have 1minor issue - I update the dispatch meta to reflect the new vehicles but for some reason I add an SUV to the wanted level 4 (swat_jeep, countryside response). The vehicles spawn but without any peds and while in an active chase they don't respond. Resetting them back the the sheriff2, everything plays nicely. I wonder if there's something I need to do on me end to fix that or is that some kind of bug?
Hard to confirm since some of the other sheriff packs just crashes my game.
So after tons more researching I found an article suggesting a engine/game but you cannot assign a custom vehicle into the swat level dispatch. Everything seems to be working great otherwise, thanks again!
