Do not copy without my permission!
Instructions:
1.) Open, OpenIV
2.) Locate; Mods > x64v.rpf > models > cdimages > streamedpeds_players.rpf > player_two
3.) Double click "lowr_diff_007_a_uni"
4.) Click replace, and replace with the PNG in the download folder you just got.
5.) Click save.
6.) Make sure you either download a mod menu to change into the uniform or beat the game to get the uniform.
7.) Start the game!

If you're wondering why there is no pants, that's because the pants are exactly the same as the CHP uniform in real life and need no adjusting.
